They were targeting this particular guy.
According to their board he was the next one to go. 
So they took him with the 247th pick.  Nine picks before the draft ended. 
Why is this a problem exactly?  I just don't see anything wrong with that.

Dickson was a no-brainer. Scott was a probability in the later rounds. Townsend was the only one that surprised me, but he was taken by the Raiders, who just cut their punter, so they were desperate. No other teams needed a Punter at that point.

It's not the guys who were drafted after him, it's the UDFA players that we missed out on that we could've had if we drafted them in his place. Guys I liked were:

Cam Serigne TE New Orleans
Deon Yelder TE New Orleans
Matt Gono OG Atlanta
Ike Boettger OG/OT Buffalo
Mike McCray LB Miami
Nick DeLuca LB Tennessee
Holton Hill CB Minnesota

How do you know? For that matter, how do you know the Punter we drafted, is any better than the one we had? You don't. None of us do. Not even the coaches. The kid has yet to kick in a single NFL game.

It's not just about if he would have been drafted. There's also the competition from other teams to worry about after the draft. Case in point, the Jaguars tried to sign K Eddy Pineiro after the draft, but he ended up going to the Raiders.

If you read between the lines, Cooke wasn't the team's first choice. Maybe not their second or third choice either, and when you consider what it says about Nortman that a late seventh-round punter who might have been the team's fourth choice is still good enough to get him cut immediately post draft...
