You people need to stop. Smith lowered his head and there was clear helmet to helmet contact. I don't like the rule either but it was a clear call.

If Smith doesn't lower his head and Hogan stays up then it's head to head.

If Hogan doesn't lower his head and Smith does then it's not.

I'm not saying it wasnt helmet to helmet, that's why I asked how is he supposed to tackle him. Much like the Bouye play in the preseason

You also think hitting with any part of the helmet is leading which is incorrect. 

You can’t tackle with your should without lowering your helmet. He led with the should and the receiver lowered his into Smiths. Shouldn’t have been a flag.
