If they walked away without offering anything, then I would say they buckled by agreeing to meet with US representatives.
Their US-based publicly traded companies have lost hundreds of billions of dollars. Since many of their largest companies (Baidu, Alibaba, etc.) have fallen as much as 20% since trade talks began. While US companies haven't risen as they did before the talks began, the Chinese are losing out so much worse than the Americans. I just hope they come to a resolution shortly.
