Possible.  I can see the Jags and Bortles restructuring the deal and he returns with a shot to start,  but likely to be a backup.

Jags will secure a veteran if available and draft a QB.

Bortles has to go. The front office won't want him around to be a distraction. The first pick of the season will lead to cries of "bring back Bortles". That's not good for the starting QB and unfair to Bortles. He needs a new start somewhere else.

How has he been a distraction? How is it unfair, Bortles will be a backup somewhere else and he doesn't mind staying in Florida...
Also, no one is going crazy to put Bortles in.....he needs work the Jags know it and he knows it.
