It depends on if there are bushes or deep river beds or things like that. and some hiding places are better than others, able to sustain more people for a longer time. An air-conditioned building of course is the best hiding place at all. so wherever those are nearby it makes sense to have really high fences and barriers. A lot of the border wilderness doesn't have hiding places.

I was going for a little bit of flair trying to make you think about how many screws are in that thing, but your mind is only fixated on minimizing me and figuring out justifications for ignoring my point of view.
