The reason NBA small markets lose their stars to big markets is because of max contracts. If you're going to be making the same amount of money anywhere then you will prioritize big markets and more marketability to make money off the field. The reason it happens in MLB is because of the giant payroll differences between small and large markets.
The NFL doesn't have either problem. Just look at all of the star FA we have been able to lure to Jax recently. If we're the highest bidder we will more often than not get the player. Look at the teams Ramsey is rumored to be wanting to play for. Nashville and Vegas. Far from the largest markets.

As a Ray's fan, I quite enjoy some big market team delivering the bank to some player we've already used up. Think Carl Crawford. I always laugh at the Red Sox for that one.
