I fault Marrone for not handling this situation right. It wasn’t Coughlin in my opinion.
No matter if you believe it was Marrone’s decision or Coughlin’s decision, it is Marrone’s fault for allowing Foles in the line-up and keeping him there. There’s a definite difference in quality of play; Marrone should’ve stuck with Minshew no matter what anyone else is telling him to do.

If your boss the GM tells you to put a guy in, you're going to do it. Stop being purposefully obtuse. GMs and Owners overstep all the time and a HC does what he's told or else he gets fired. I'm not here to absolve Marrone from anything. The cleaning of the whole house needs to happen. I'm just sick of people making excuses or excusing Tom Coughlin of fault. He was brought in to fix the front office situation, he did not. He was brought in to bring a sort of discipline to the team. He has not. He's screwed the team up more than fixed it. He's directly responsible for the hiring of Marrone as HC. He's tied to the Bortles debacle, the Foles debacle, Fournette top 5, the alienating of players. The project is over, imo. It still doesn’t change how I’d handle it. Shad is the only person I would’ve listened to had he told me to throw Foles in the starting line up. I swear I listened to podcast that said Coughlin was forcing Foles and they argued and also he wanted Fournette someone else wanted Mccaffrey or Mahomes not sure who though.
