The federal government shouldn't be funding anything with regards to education. Period. Nowhere in the Constitution does it give the feds this 'power'. Yes, local control is best... Unless the bad guys have local control and the good guys have control at the next higher level, then standardization at that level is better, and the next higher level of control that the bad guys hold needs to stay out of it.
