Hopefully he’s saved some money for the past 6 years. He’s really only good for ST.

That seemed strange to me too.  If he was good enough to bring up to the active roster, why not return him to the practice squad and cut another receiver instead?  Is that NFL rules?  Are they unable to return him to the practice squad? Do they have to cut him if they don't want him on the active roster?

Players have to be cut before they can be put on the practice squad.

Correct me if I'm wrong, but I was under the impression that Agnew was brought in for gadgety kinds of plays (besides his return abilities).

Agnew was signed early in free agency. 
At that juncture, Meyer and co. were under the impression their 1st round RB was the guy for that hybrid/gadget role. 
It's possible they may have considered Agnew a candidate for some of that but they've changed their minds if they did think that way - since he's seen almost no offensive snaps.

Just let him do what he does best returning kicks. Don’t mess with success. Austin is shifty enough to be a poor man’s ETN and is a better receiver.

Players have to be cut before they can be put on the practice squad.

This isn't true in Dorsett's case.  Teams are allowed to elevate up to two players from the practice squad prior to 4pm the day before their game without them counting against the active roster.  This applied to Dorsett when he was elevated to the active roster last Saturday, and as such he was never technically off the practice squad.  He reverted back to the PS after the game and was now released.  I'm guessing they needed a spot for the kicker and he was the guy most likely to be able to be reaquired at a later date.

Nah, I'm just dumb. Responded while multi-tasking. They signed Agnew on March 15 and drafted ETN 6 weeks later. 

If they ever thought of Agnew as filling that role, they didn't show it in preseason and definitely haven't shown it in reg. season. 
After looking it up, he's got zero snaps outside of ST.
