He needed to get his name back in the news and the NFL needed some proof for their case. The NFL can say he isn't good enough and he gets to say the NFL is keeping me out of the league. He doesn't want a contract because the money dries up from his shtick if he gets cut or rides the bench. The last thing he wants is to be playing in the preseason and looking terrible. As long as he doesn't step on a field, he can claim whatever he wants. If he was good, he would have played in a spring league and shown the NFL he could play.
