Yes, it was a pick and it was a legal one by design.  One of the referees is responsible for paying attention to this.  The play started on the 1 yard line and the pick didn’t happen in the end zone where it would have been a foul. No measuring stick needed. 

This play taking place on the 1 yard line is probably the easiest spot on the field to tell whether it was legal or not at a glance.  Thank you for drawing attention to it though, because it caused me to look into the rules around it.

So does this mean if the ball is spotted 1 yard and a blade of grass, does that mean it’s still 1 yard or does it become 2 yards? Is an official trained to see what a yard is by eye balling it. Does the rule book clarify that if the ball is spotted at the 1 yard plus a nano-blade of grass that it is still considered 1 yard?

The score card says a 1 yard TD reception but was it exactly 1 yard? What if the ball is lined up a cm away from the goal line and they run a pick play, is it legal?

The picks are a loophole anyway and the NFL needs to stop playing dumb and close the loopholes. Rub/picks should be OPI every time and a loss of down if it is a pick play, offenses have the entire deck stacked in their favor and all defenses have is the joker cards worth nothing... Make it a harsh penalty and give something back to the defenses for once, it's damn near impossible to cover these offenses as it is.

I don’t know, I don’t make the rules but heard Tirico explain it was legal and then looked into it further and found the Perreira video from 6 or 7 years ago explaining the same thing.  You seem to be letting the fact that the game upset you drive you here rather than looking at that specific play objectively.  The rule is the rule and you’re going to see plays that exploit the rules when you go up against coaches like Reid.  You’re getting into the weeds with your scenario above.  It’s plain as day to see the pick happened just past the line of scrimmage on re-watch.
