As for the stuff about development, that is also inaccurate. Here's a nice piece from the University of Maryland that talks you through it. All the answers you seek are contained therein, but the short answer is that funding was provided upfront and administrative changes were enacted so that the 3 phases of trial could be conducted concurrently. None was skipped or abbreviated, they just had no financial risks that warranted the researchers going at the usual risk-adverse pace, so they didn't need to proceed with linear phases. That accelerated manufacturing without losing any of the safety controls.

Just a few things to help clear up this misinformation, as the details always assuage the shocking headline:

1. It was the FDA, not Pfizer, who asked for the data to be released over time.
2. The FDA asked to be permitted to release 500 pages of information monthly until it was all made publicly available.
3. The initial calculation was that roughly 329,000 pages of data with a final count of over 425,000 pages to be released, which is where the 75 years number came from.
4. The FDA FOIA office has 10 employees who must conduct a line by line, word by word scrub of any documents released to protect a variety of items from disclosure including PHI, government secret, and trade secret information. This is how all FOIA requests are handled, not just this one. This resource limitation is the driver of the request.
5. They did not ask to hold all information for 75 years, they asked to be permitted to scrub and release over time in light of the complexity and volume of the totality of work done in that office including 400 other concurrent requests pending review at the time.
6. The judge who oversaw the case formally recognized the burdensome nature of this request but concluded that the priority of this public health request and public trust overrode the concerns.
7. The documents must all be released by June 31st next year.

I don't know Dr. Lapdapo and he's obviously well accomplished. He's also gotten himself in some trouble by faking some of this research and for his anti-vaxx positions that are likely going to cost him his professorship at UF. I think the mRNA vaccines are appropriate for high risk populations and what he's saying doesn't help those trying to serve those populations.
