As the facts come out the LA fires there appears to be criminal case building for some people.
Warned by the police Union that people will pay the ultimate price for the cuts they were making Knew about the fires Jan 2 but failed to preposition assets. Mayor left for travel to an event that had nothing to do with LA. (paid for by LA taxpayers) Jan 4 fire breaks out and it was 45 minutes before the first truck arrived. (they only deployed 4 unit the first day) Newsome vetoed numerous bills that would have enabled controlled burns and other land management tactics. Newsome waited till Jan 8 to call out the guard. LA has continually failed response time for many years. They have the same amount of fire resources they had in the 60's. As this goes on it is going to be very interesting. Remember how they laughed at Florida during the hanging chad incident? Body count at present 25 dead 26 missing. The indirect death count is said to be much higher, in the thousands. Ok so Biden declared the 28th amendment ratified and part of the constitution on his way out the door. Really cool, but he cannot do that. For the admendment to be included in the constitution the congress would need to start the process all over again. The last process expired in like 1979 or so if I remember correctly. The President plays no part in amending the constitution. What is interesting if he really believes he did this it may provide grounds to make invalid things he did in these last few weeks based on his mental state of mind..

The argument is that 2/3 of Congress only has the authority to begin the process, but never to put a deadline on it. Previous proposals to amend the constitution did not come with deadlines. I'm sympathetic to the argument, but I doubt that the Congress in the 70s would have reached the two-thirds majority if they hadn't added a deadline to the proposal. Also, the Supreme Court has behaved as if the equal rights amendment is in place since before Ruth Bader Ginsburg was appointed. See the movie On the Basis of Sex.

Well, if this article is correct then Biden was deranged. The ERA was proposed in 1923 and passed Congress in 1972. Under U.S. law, amendments to the Constitution must be ratified by three-fourths, or 38 of the 50, state legislatures. They do not require presidential approval. The Supreme Court has basically already decided that it was ratified but it does not apply to abortion and other pregnancy related laws. I would care more if there were other potential amendments floating out there with this one as a precedent but there aren't. The other one floating around there is the balanced budget amendment, which has maybe been proposed by 34 states, depending on how you count and whether there are deadlines on a proposal from a state. The ERA isn't precedent because Congress passed it first. Congress has never proposed a balanced budget amendment. There is a FAFO factor, because if Biden is allowed to "declare" the ERA into effect, then Trump can similarly "declare" that it's finally time for an article V convention, based on calls states sent out 40 and 50 years ago. It's all theater though, because if the article V convention is seen as "Trump's convention" there will definitely be more than 13 states refusing to participate and nothing will be ratified.
