So Dave is being cheap because he doesn't think Norman is worth the highest paid CB in the NFL, and even his former team doesn't think he's worth that much money, but we're cheap.

To be fair, he did just hand Malik $90 million and signed a pro bowl safety (our biggest need) to a big money deal. And then there was last year when he signed Julius to a huge contract. Caldwell's problem is not lack of aggression, in fact Caldwell has done a good job as GM. When is the last time the roster has had this much talent? The main thing holding this team back is the dopey head coach. Time to bring in a coach who actually cares about winning. The next step is to establish a winning culture, and that doesn't happen when your coach subscribes to loser talk like "at least we got better, winning doesn't matter."

Where I disagree is that I do feel Norman qualifies as elite here, and I do feel he'd make the secondary significantly better.
