   At the very least,  it looks like the type of street that's not equipped to handle high flooding.

 

   Some of the 20 people are reportedly children.   Their parents, guardians,  and/ or others responsible for them certainly dropped the ball. 

 

  What also comes to mind is why isn't mandatory for a lodging facility in an evacuation area to close during a hurricane that calls for an evacuation?     And if it's indeed mandatory for them to close,  the owners of the facility shouldn't be allowed to remain in business.

I was surprised that after St Augustine was ordered to evacuate the hotels were full.  Maybe they wanted to get the full hurricane experience.

That area floods during a heavy rain storm...there is no reason they should still be in that B&B, especially with children!!!
