At the very least, it looks like the type of street that's not equipped to handle high flooding. Some of the 20 people are reportedly children. Their parents, guardians, and/ or others responsible for them certainly dropped the ball. What also comes to mind is why isn't mandatory for a lodging facility in an evacuation area to close during a hurricane that calls for an evacuation? I was surprised that after St Augustine was ordered to evacuate the hotels were full. Maybe they wanted to get the full hurricane experience.
