I was in Toronto this summer and bought some art from Nunavut. Maybe that is why it was so expensive.

Worth mentioning that the Canadian dollar is = $.87 US.
Also - many, many folks up there do a substantial amount of hunting, gathering and growing during the more mild months - and often have co-ops and food share organizations within their communities. (If you happen to grow potatoes, you'll barter them with the guy that has a small dairy, or a large chicken coop. etc. etc.)
