Seems to me we should be stronger in our own convictions/ opinions on players that we've had a whole camp/ preseason to evaluate and not be swayed by what other teams may feel about them at this point. Who's running our team us or them?

I don't think it's about what other teams want, I think it's about how this team thinks it can keep the best group of players possible. Much the way you don't draft a punter in the 3rd round because you know good punters will be available in free agency you don't keep a player on the active roster if they're developmental and you're confident you can keep them on the practice squad. It seems for Shatley they realized they would have to do more than that to keep him around.

Yes, cut him and put him on the practice squad. However, given that teams can snatch anybody up off the practice squad... they didn't put him there so as not to lose him.

It's not so much about indecision, it's about available spots and available personnel. They thought highly enough of him to protect his status rather than let another team claim him or risk putting him on the practice squad. There are 10 kinds of people in this world.
