I'm going to assume you meant "why" rather than "what." The reason I think he should be the third guy is his explosiveness. He was the only back who did anything in that game against the bucs. Sure most of his yards came on one play, but that was more than anyone else did. In the two games we saw, D-Rob hits the running lane faster than Storm who feels the need to dance which drives me nuts. He looks better than Storm. I'm not sure how anyone could argue otherwise. I think he looks better than Todman, but the coaching staff seems to trust Todman more.
