IMO This would be very benefitial to teams who have the option to open/close their roof.. for example: Home team leading by 14 at half time and it's raining out side, open the roof and make it more difficult for the opposing team to pass the ball. Talk about home field advantage.

-Indianapolis Colts

-Houston Texans

-Dallas Cowboys

-Arizona Cardinals


I don't think the rule will pass.  Interestingly the Titans and Jaguars potentially could be impacted the most, as the other two teams in the division have retractable roofs.

I was wrong about Trent Baalke. 

I'm pretty sure that the logic would be opening or closing it at halftime dependent upon whether the weather had improved or worsened. A team that opens its roof at halftime to let a monsoon fall upon their trailing opponents would probably face stiff fines, loss of draft picks, suspensions, etc.
