Add the Bucs to the list of teams likely to draft a QB early

He did say he was looking for a veteran.  The fact that he wants an upgrade doesn't have to mean he they will take a QB early if they feel they can get an upgrade in the second or third.

 

Or, the whole thing can be a smokescreen in order to start working some trades.

I think it is obvious the Buccaneers want to trade the pick. Lovie talked about bringing in a veteran to back up a good starter. How do you get a veteran quarterback? Trade the pick, of course.

They're not taking a QB early; they're telling the rest of the league if you want a QB and there's one there at the 7 spot they'll listen.

That's what I would take from it.  Mike's a good QB to continue to develop.  Obviously, anyone grooming a QB on the job would prefer an established veteran as a backup.  It's typically how it's done.
