You do realize that after the May 7th articles the infection rate continued dropping, up until the protest marches (and for the two weeks afterwards that it takes the infection to show up). There was nothing bad that happened until more than a month after every state governor had a chance to read the leaked document.

He was provided with a slew of guidelines based upon extensive research by the CDC and opted to water it down to something that suited his reopening agenda. 
 I'm not saying "be a dictator" I'm saying provide scientifically backed guidelines instead of the weak ones that put more Americans in harm's way (as evidenced over the past week of spikes following reopenings.)
