These e-mails show: *Hold on Ukraine funds came from POTUS *Hold was placed immediately after July 25 2019 phone call *NSA officials told OMB that OMB was breaking the law (the Impoundment Control Act) unless one of them gave an explanation to Congress. Neither did. Note - the hold was illegal, even if it wasn't part of a bribery/partisan influencing scheme.
