Failing to accurately recall a series of legal events is a crime, but it's not the same as lying. Just ask Martha Stewart. Those kind of charges are what come out of a high profile and expensive investigation that can't put together any real evidence to charge the main target. It's face saving for the persecutors.

Flynn was career military and intelligence professional. People like him do not inaccurately recall details of meetings.
