Worst team ever?

I'm old enough to remember the Cincinnati 'Bungles' and I lived in the Tampa metro area during the Tampa Bay 'Yucs' period, but is this possibly the worst team in NFL History? Don't have any stats to back it up (other than the obvious 14 - 41 record), but it sure feels that way. Thoughts?
