It depends on how you define "arm talent." To me, that includes accuracy and making all the throws. With that in mind, Rudolph is definitely better. Allen has a Howlitzer for an arm, but he's completely erratic and lacks touch on his throws. He either overthrows guys or throws the ball too hard on short passes and makes it too hard for the receivers to bring it in. In the sense of Allen's erratic passes, he reminds me of Blake Bortles and when it comes to the immense arm strength a complete lack of touch, he reminds me of Byron Leftwich.
