Great touch but his arm talent overall isn't great.

I disagree 100%. I think he has the best arm talent in the draft. He knows how to get just enough air under his passes to hit receivers in stride on his deep passes and his timing on those throws are impeccable. This is something a lot of QB's can't do. They either over-throw receivers, throw the ball short so receivers have to stop, change direction and come back to the ball or they get too much air under it and receivers have to stop running and it turns into a battle with DB's to snatch the ball at it's highest point.

Mayfield, Rosen, Lamar have better arms than him. Velocity wise all of those and Allen have stronger arms than him.

He struggles to drive the ball when he has to,. particularly to the sidelines, which is a tell tale sign of lacking arm strength..there is zero reason to float a quick out and yet Allen does it consistently.  Also while Rudolph has great touch , Washington and Ateman have to adjust a lot to his passes which speaks to questionable placement.

He's not a bad prospect. Just limited upside with his skillset..I wouldn't hate him in the 2nd or 3rd.
