But what I found interesting was... each exec thought "his guy" had better arm strength.

Everything now, is smoke and mirrors. No real scout worth their salt is going to give anyone outside their own team, a "real" evaluation of players they like. They hold everything close to the vest. As far as any team targeting a specific player in the draft, I take it all with a grain of salt. I just go by what I see. 

As far as arm strength, I think Rudolph and Mayfield have very comparable arm strength and accuracy.
