I think it's more a case of if an owner wants to move to London they're going to have to go through Khan and a substantial amount of revenue from those game will flow back into the Jaguars' bank account. Theoretically an relocating team could play in Tottenham's stadium but they'd be second rate tenants having to plan their games around the Spurs' games. Basically he put the NFL in a stranglehold regarding European expansion; no matter what happens going forward, Khan is going to be making money from it.

Yep. 

I think it's smart. Of course he's perfectly poised if the NFL ever fully branches across the pond, but I think this is more about making moves to solidify his growing sports empire with income streams that go beyond the win/loss column. It's also about establishing himself in a position of power amongst NFL owners and the league's international interests. 
Yes it gives him leverage with the city of Jax on stadium renovation or new construction here. Not necessarily a bad thing IMO.
