No, he's subject to waivers.  I believe after the trade deadline all released players are subject to waivers, though I can't recall which article/tweet I saw that on.  The ESPN column and Shefter tweets both say he's on waivers Monday.

During the NFL season, starting from the NFL trading deadline through the end of the regular season, vested veterans (those with 4+ years of experience) are also subject to the waiver process. That means any veterans cut after Week 8 will go through waivers along with non-vested veterans. But [until week 8] , only players with three or less years of experience go through waivers.
