1. NFL has all the power.
2. National TV deals split money with all the teams. So as a Franchise, you want whatever game gets most eyeballs and brings in the most money. Doesn't matter much franchise level.
3. Other teams/players say they don't really watch other games unless it is game film they are preparing for, especially during the season. Their schedule is too busy and they have too many things to concentrate on than catch some team.
4. If you mean UDFA or FA right now, they just want a chance to play and get a shot. Sure some will be wowed by certain organizations, but no one throws away their only change because of what NFL team calls them up.
