I wouldn't trade anything, but anything more than a 5th is too much unless they are taking Bortles contract, so the Jags save a little more and the Eagles can cut him without much impact.

You can only trade a franchise player after they sign the tendered contract. But if Foles decides to hold out on the Franchise deal, the deadline for a long term deal is in July. Basically, Foles has no real leverage to hold out a for a long term contract in that scenario. And if he does, he would basically be pulling a LeVeon Bell and likely hurting his chances of playing well in 2019 and signing a long term deal with any team in 2020. 

If Foles wanted to hold out for a long term deal, Foles best play would actually be to NOT buy his way out of the current $20 million dollar contract. So instead of the $24.5 million - $2 million, he gets the $20 million, and it becomes guaranteed on March 18, 2019. But now there is no deadline for him to sign a longer term deal. He can hold out through training camp. It gives Foles more leverage.
