If Foles wanted to hold out for a long term deal, Foles best play would actually be to NOT buy his way out of the current $20 million dollar contract. So instead of the $24.5 million - $2 million, he gets the $20 million, and it becomes guaranteed on March 18, 2019. But now there is no deadline for him to sign a longer term deal. He can hold out through training camp. It gives Foles more leverage.

The frachise rules only apply to the team that tags him. The Eagles cannot afford the tag, so him signing it would force them to immediately trade him. The holdout has nothing to do with the Eagles, he will not be on the Eagles. He can holdout if the team that trades for him doesn't give him a new deal. Once traded he is on a $25 million 1 year deal and he won't be playing on that after being traded. He either gets a new deal negotiated before the trade is finalized or he is holding out if they are stupid enough to still trade for him without a deal.
