There are plenty of records. Many places in California give immigrants, both legal and illegal, a special voting status where they can vote for school board and city council but nothing else. there's a lot of paperwork associated with keeping that status and the ballots they get separate from normal voting.

I suppose 'significant numbers" is debateable but to pretend it isn't happening and in larger numbers is just dishonest. In fact, if you are paying attention, the Democrats are shifting policy towards protecting these wrongs. Oh, this just happened...
