The frequency of activity such as sun spots or flares does not indicate much about total solar radiation.

Actually, solar radiation does increase measurably (but very slightly) during periods of high sunspot activity. Whether it has anything to do with climate is certainly debatable. There is no 11 year cycle in global temperature, which should be there if sunspots were a significant factor.
