I think there are two reasons they are taking their time: 

1) New stuff comes out every day.  For example, Giuliani's associates getting arrested.  
2) They won't get a conviction unless public opinion is on their side.  They need 67 votes in the Senate.  

So, they take their time, they build their case, and hope somehow it will get through the Fox News firewall.
