The team's record also showed a similar decline since 1999.  I will say that 70k+ is not realistic for this market, with the exception of huge marquee games. But 62,000-65,000 with a competive team is realistic.

The number of tickets sold isn't really the issue.  It's the total take in dollars.  Nosebleeds in some cities sell for $200.  I don't know if Jacksonville will ever be able to match that kind of stadium revenue.  

We could sell 70,000 tickets easily if the average ticket price was $50.   But it's way above that.  Club seats are almost $400 PER GAME.
