One lesson that I learned when I served in The Navy was "never be later that 15 minutes early". I still pretty much live by that today. Setting clocks back is too much, though I doubt that it was really done.

You are generally dealing with players who have been stars their whole life and they haven't ever had any consequences for their actions that matter. They aren't adults and that is the problem. The ones that are adults may not like the rules, but they follow them.
