They were the worst team in the league for a large portion of the season and most of the coaching who delivered those results are still here apart from the OC. 

The roster has a lot of holes in it too. Even if the offense improves...and it would be hard not to. We are still looking at a squad at tops out at 7-9 and maybe 8-8. 100 miles away from competing like the 49ers did

The worst team in the League still won 6 games and lost 3 others by a combined 15 points. It's not really that far.
