Khan is playing business 101 as an owner of an NFL franchise by leveraging his "options" to get this inept and crooked city leadership to contribute in not only the stadium improvements/experience but also the revitalization of Jacksonville.

Ultimately, in order for the Jaguars and revitalization of Jacksonville overall to succeed, the prehistoric shackles need to be undone from the major city influence and city leadership.
