It wasn't incorrect.  A lot of it was correct. Yes, there were disputes.  The range of likely truth, at the time, included enough catastrophic possibilities that much more action was called for.
If an engineer tells you that there are cracks in a tension member on a bridge, and you need to close the bridge until it's repaired, but another engineer says, well there is a redundant member that will help prevent total collapse - yes, the science is disputed in that case, but a prudent government official listens to the more dire prediction and closes the bridge for repairs.

Sadly had Trump performed in the exact manner that the left are currently prescribing, the same detractors would be complaining that he should have down played it and avoided the panic that would have ensued.
