Bullying is an action not an emotional state.
And yes, prosecution of opposition political figures is one of the hallmarks of banana republics.  Except, what if they are actually guilty? In either case we don't have the other hallmarks.  Journalists aren't being jailed.  Elections are still real with real consequences. Protests are allowed.
