Fowler was traded in mid-2018.  He only had 2 sacks in that half season with the Rams.  As you stated, he then did very well and had 11.5 sacks the following year.  The following year (last year), he only had 3 sacks with the Falcons.  In answer to the original question, I would characterize his play as having been very up and down.

A fair assessment.  He had his best years when he had lots of surrounding talent.

Maybe they agreed to keep the team here only x years? There is nothing in the contract for the sale of the team that says Khan has to keep the team here.

Khan doesn't have to keep the team here but if was planning to do it, he doesn't give any indication of it in fact, all evidence is to the contrary.
