Privitize all schools and give out vouchers and allow parents to decide which schools they want their kids to attend.

They're not spending the money on homeless people
They're spending money on paying people to figure out the problem. There's probably 10 people getting paid 200k to figure out the problem. If there's no more problem, then there's no more paycheck. The problem will never be solved.
