This report sounds like speculation. The guy says he was sure he had the right guy, but he's speaking with the benefit of hindsight Permission to pull the trigger could have been denied for any number of reasons. Not sure if they had the right guy, he's too close to innocent people, etc.
My fellow southpaw Mark Brunell will probably always be my favorite Jaguar.

The initial reports were that Russia and others had the intel and shared it. They knew who, when, and where it was happening. If it is proven, that should be death for the leadership. They could have shot the guy if needed before he got to the checkpoint. Reports came out that they knew what he was wearing, when it was supposed to happen, etc. Not sure about all that but who knows.
