If you actually read the article, the headline is complete bull [BLEEP]. 

They were arrested by the police, not by the school board or any of its "armed agents."

They can't be arrested without a warrant.  Only a judge can issue a warrant.  

They apparently broke a law by engaging in "disorderly conduct with intent to disrupt a meeting."  A judge issued an arrest warrant.  The police went out and picked them up.
