You can't wait until the whistle blows to get those wheels in motion. It also goes a long way to express to that priority candidate that they are in fact a priority. If you're busy interviewing a bunch of second-rate coaches for the job and then tell them "You're the one we've been hoping to hire," that message may seem to be empty flattery.
