it's McVay, there is no discipline. That's why Ramsey went there.
Plus, starters dont play in the preseason in LA.

You can murder someone on the practice field and the nfl cant do anything about it because it didnt happen in the game.

There is a rule, I can't remember exactly how it's stated but pretty much if you do anything to undermine the league or make the league look bad you can be subject to discipline. What AD done would fall under that category

Yeah it's the personal conduct policy.

I also heard one talking head say the NFL could go the Rams and be like "We cannot punish Donald directly, but if you don't we will fine/penalize the team because of inability to control your players, and making NFL look bad."

More than any of this. I'm completely fed up with all the media and former players trying to justify this because "it was only in practice/preseason" or "this happened when i played, it's no big deal." Also it doesn't matter how good Donald is or if he did great things before like saving a guy life.

Not one of them stood up for Myles Garrett when he did it; it is complete hypocrisy. Either swinging a helmet as a weapon is bad and should be punished or it is not. 

If there was enough outcry from the writers/TV talking heads, the NFL would do something.
