From the same page, someone pointed out that Moss' AV (which the rankings are based on) for the number 84 is 104, Roddy's is 107.  Moss is no doubt the superior player, but they are pretty close in terms of stats under #84.

Roddy stats are 62 more games played, 324 more catches for only 1700 more yards and 37 less tds. Moss did way more in way less time.

I'm not arguing that Roddy deserves it, I'm just showing how they determined who got each spot.  The fact that Moss got his numbers more efficiently is irrelevant to AV.  Those 300+ and 1700+ extra yards evidently were worth slightly more value than Moss' 37 TDs.
