Nothing in that article indicates he won't spend in free agency next week. He's just saying the numbers being thrown out there in terms of the spending threshold aren't accurate and they'll easily be able to spend to the minimum. Judging by last offseason, Caldwell has no problem spending big in free agency. They've also made big offers to Mack, Cobb and McCourty the past two seasons.

I think some people have this perception is that because we have a ton of cap space that we need to spend X amount of money. The problem is that these free agents aren't all just going to ignore all other offers and immediately sign with us. If we have 7 top flight FAs that we want to sign but only one of them decides to accept our offer, what are we supposed to do? Last year we offered bigger contracts than anyone else was offering (Cobb and McCourty, maybe even Demarco Murray) and some guys weren't biting. Your only option at that point is to not spend much more or offer a humongous contract to a backup-level player which makes no sense whatsoever.

Remember when those teams like the Redskins and Eagles spent a ton on free agents and won the Superbowl the next year?
Yeah, I don't either. Find a couple of good players who will sign reasonable contracts, ala Senderrick Marks, and build through the draft. Finally, reward your own who have earned it. There will be a free agency sweepstakes by this team next year, and it will all be by re-signing Jaguar players. I am completely good with that.
