They hit the trucks instead of the oil wells, not only because of environmental damage but also because they are infrastructure needed when ISIS is gone.

 

Also, the former CIA director quoted is Michael Morell, who resigned his post August 9, 2013. I'm not sure what the status of the oil fields in question was over 2 years ago.

Okay, in all fairness, he didn't say that.   He said there "seemed" to be a judgment that etc etc.   That choice of words indicates he has no direct knowledge, he's just drawing his own conclusion.
